with all due respect, i think it is specific as Divine Will. that is: the Will, which is Divine, is to be done. as opposed to the future-tense 'will be' of divine happenings. in this case, this makes "the" extraneous. once more: Divine Will be done. i believe this is more suitable for a coat of arms as it is a motto, rather than a prophesy as written without capitalisation.
